RTI just a Rule on paper will not serve. If this Co. Vinit Chodary mentioned says his application was wrong, it should be made mandatory for the officer to also say why its wrong & also guide what exactly to be done AND WITHIN 7/15 DAYS. Otherwise, in Indian Govt offices, one can say its wrong because there was no Comma or Full stop or the paragraph was not started after 5 spaces, if it started after 7 spaces or it was not in A4 size paper or 65 gsm paper or that it was stapled instead tying with a thread and any no of such things. MOST IMPORTANT GOVT SHOULD INCORPORATE IN RTI IS NOT JUST RESPONSE IN 15/30 DAYS. THEY MUST ALSO INCORPORATE THAT NOT JUST THE AMOUNT IS DEDUCTED FROM THE OFFICER FOR NOT REPLYING BUT HE SHOULD LOSE ONE INCREMENT FOR EVER. THE OFFICER RESPONSIBLE, IF THERE WAS A MISTAKE DONE, SHOULD BE TERMINATED OR AT LEAST DEPROMOTED TO ONE LEVEL BELOW, SENIORITY LOST FOR EVER & HE MUST BE MADE TO COMPENSATE THE COMPLAINANT FOR FULL LOSSES ALONGWITH INTEREST, WITHOUT ANY CHANCE FOR THE OFFICER TO GO TO ANY COURT. RTI MUST BE AMENDED IN SUCH A WAY THAT ALL THE GOVT EMPLOYEES WHO HAVE BEEN ENJOYING HONEYMOON AT THE COST OF TAX PAYER, SHOULD SHUDDER TO THE EXTENT THAT HE SHOULD FREIGHTEN TO THE EXTENT OF POSTPONING EVEN MARRIAGE, HONEYMOON ETC.

I dont suggest such rigourous steps so that people start misusing RTI. But it should be made realistic and officers should be genuinely responsive and accountable for the issues concerned.

I am constrained to disagree with learned Shri Vinit Choudhary' reply.With my more than 34 years service in govt. department, I am quite aware these 90% corrupt/inefficient official would not mend their modus operindi unless strict measures are not incorporated to deter them from induldging in malpractice
