Because of Muslim Votebank. As soon as probe agencies started taking action, some Muslim groups forced congress to stop it, and order CBI probe instead.

Bengali babu... nothing will be probed as this is done by political party...
Use your grey cells the blast are not against any religion but it happens at places where Elections are due or the state is having some long pressing issue [Gujjar still the settlement is not done]....
The best way is to catch same Bilal, Hilal, Shabbir, Kadir and put them behind bar, call them Area Commander, HUJI, FUJI, LET, JET and close the case. That is the easiest way to get away
