the people who voted to Musarat well know that if they don't vote to Musaraf then they have to give the cost of his defeat.

no, its not fear ... he did have majority needed to win ... on top of it the opposition resigned and did not vote.

Besides, people did not vote ... the MPs did ... or whatever they call them lawmakers in the failed state the world refers to as pakistan
