Congress being the ruling party at Centre with other parties support always has different strategies for different situations and sates ruled by different parties. If it has to prove majority it can take one moth time and if it is for the parties dislike by it or to build up pressure they dictate terms to the Governors who are supposed to be free and fair in their decisions.
