looks like coalitions are a fact of life in india. that being the reality, it becomes necessary to have a written contract for the parties involved so that things can run smooth. of course, the politicians always think the laws don't apply to them; still a written document will help in governing. the governor or the president must insist on a contract before swearing them in.
