Why in the world would we want to conduct one more Nuclear test, when we have proven to the whole world that we are a NUCLEAR POWER. We have the BOMB and the delivery system.
What we now need is Nuclear Energy. People to hate congress will bash the PM no matter what. But sometimes it better to use logic over Ideology.
Again, there is no SILVER bullet to our energy demands. But Nuclear is part of the solution. We need our energy portfolio diverse so that we are not handicap to one particular technology or country or source.
At the same time we need to look at options such as Wind, Solar, Coal, etc.
We need a diverse energy portfolio. Think about it as your investment portfolio. You do not buy shares/Stocks of one company. Why ? Because there is a chance that the company may go belly up and you may loose all your investment. Hence you have a DIVERSE portfolio.

to win elections,to make people fool,to amass tons of money under nuclear test pogrammes,to destroy aleady dyeing ecological set up etc etc etc

I fully agree with you over "why we need a bomb"? but I disagree that we already have it! Its not as simplistic. We have the ability to develop as we have the scientific know-how for both uranium and thorium based reactions, but that does not imply we have the capability. Its debatable whether we need to focus on bomb development or not, or do we want to buy bombs and sacrifice bomb development rights for energy needs. That's the real dialemma.

Japan is a great example and so is Australia. They do not have a Nuclear Bomb, but they have the know-how.
We are in a great position. We have the bomb and the potential to be as advanced as Japan and Australia in knowing, learning and developing this technology.

Japan and Australia dont have enemies like we do. They belong and are more connected to the western world. Whereas we're surrounded by countries who do not wish well. Doing nuke test says - "We're always ready if you want to mess up with us". Personally - I'd rather stay without the electricity, than without being fully militarily equipped. We've got freedom after so much struggle, we must honour & respect it.
