congress has no dearth of money and muscle power...but wat they lag is a committed leader...for each and every thing, they need to get the aproval from the high command, who most of the times, wd be njoying their time overseas...if this can be avoided, then they cd do good..hence the diff between BJP and congress..hail modi..
