Looks like there is a deal between Congress and Left.
Congress close eyes allow left to continue its terror campain in Nandigram.

Congress can save it's face or a s s on Nuclear issue.

So, the permission for first step is given.

Eventhough CRPF is deployed in Nandigram, The report clearly says. The present reports comming in media clearly says.
The Left terror is continuing.
