Where is the Circumstancial Evidence Sir???? Was Ashoke Todi seen near Rizwan's body?? Did somebody see Ashok Todi carrying a weapon with blood stains? Did the police find Rizwan's hair samples on Todi's shirt? There is no circumstancial evidence. Todi is Innocent until proven guilty.
