Secular country

There is one question in my mind for several years ..Some one please answer this question.India is a secular country.Then all people should be treated equally.



GOvt is providing Subscidy for Haz travel thats very much acceptable.Then why the Amarnath Yatra or a Sabari malai yatra are not given subscidy ?
