And I fully disagree. Why quota? I don't how had first came up with this idiotic idea!! If you want a good product you have to provide good raw material, mixing good and bad material together is not going to help. So try to improve the raw material, in this case improve quality of human resources. If a section of society needs help then help them, don't promote mediocrity at any cost.
