Role of R&D in Defence of country

No, Not at all instead of criticizing, let us know why DRDO doesn't work.
DRDO born in 1950s, but with whom we are comparing it(USA) born in 1792. But just after some time of its existence it start big project, let us give some time to define it.
DRDO duties is not only missile programme. but al lot of other work.
Brahmos is joint work of DRDO and Russia ( project DJ10).
tejas is developed by DRDO and lot of work.
Eq- DRDO is First in world to make typhoid kit( achievment in medical science.)
It gave great success in Material science.

DRDO is not white elephant or it cannot be closed, we can not repeat the mistake of Hitler which give him a big set back in 2nd world war( Neglect the role of Nuclear scientist so they left to USA where they develop Nuclear bumb), ever ist deciding war of india(battle of Panipat -1526. is the battle of science when ist tme explosive are used. English get victory over india because of developed science. even all battle win by india is victory of technology not of men. Further do you think that foreign nation ready to share their sensitive nation with us. if you clearly see then they only ready to sale their old tech.

If drdo is late or fail then reason are.

15-20% of total joining leave DRDO, That include all super brain of india(IITian or equilent institute candidate. retation rate include departmently promoted, people belonging to basic science, or some non defined person.

Is it only low pay would be reason, do you think that IItian didn't before joining it, or they don't have other option.
No, see the inner atmosphere given to them, are they satisfied from their job, or job is enough to full fill their internal ego.
Do you think the man who have DRDO his first option and not joined it to full fill daily requirment, can tolerate second preference in organisation.
Do you think that the men who retain DRDO are able to give best of world.
Men working in sensitive area's is exposed to number of hazard conditions( don't mentioning deliberatly), but there contribution has not been counted or not come in the eye of common people.
IN some Labs, scientist(first class Gazetted) have to share single room.

In the whole I can say instead of closing let us look for other sugestion which can increase proformance and retension rate( other then Pay hike) because all drdo men have not joined this prestigious institute for money sake or to full fill their daily requiment.
Duties of scientist and social status should be such that while doing his work he fill proud.
young scientist should be consulted before formulating policies

It is all good when it is theoritical.
In practical world , all these jobs are centered in efficiency of operation.

Govt. staff live in cocoon.They should live in
competitive environment, where their research is paramount, not in moving files.

EFFICIENCY will not happen in Govt. dept.s where ego and promotion is most important; not the work. Everybody is just interested in safegaurding their interest.

Govt. sectors are organizations where there is no foresight and they need not be, as good people are never rewarded or acknowledged.
After some of work, everybody starts thinking
why should i bother. Let it run the way it is running.

I worked in DRDO for 7 years. I know the system's inefficiency very well. First of all majority of the senior scientists do not have any project management experience or people skills and they would have opened research journals when they first joined, later they are with politics, stock trade and kids education, no R&D interest.
Nobody to train the youngsters teamwork, people skills or project management or there is no direction. Lot of favorism, I know some of the got multiple promotions because of their influence. Only privatisation and competition can not only produce creativity. Just giving more pay won't solve, need provisions for firing inefficient people.
Atleast youngsters came out and worked in the private boost the IT industry and Indian economy kudos for them,
