dams and rains

The dams are meant to store only excess water to avoid flooding. Normal run off during off seasons must be maintained to ensure down stream areas get sufficient water. Instead what is done is to keep the dam 2/3 rd full prior to monsoons, and allow the dam to fill up in the first phase of the monsoon and open the gates to release max water when the rain is also heavy causing widespread flooding. Unless this is understood and practised, floods will recur.

Good point. People dont care about science these days. Managing these dams is a cience isnt it.
