Water efficient toilet

In the interview Dr Rajendra mentioned that India should use toilet that is water efficient.
Can anyone give me an idea on the kind of toilet that Dr Rajendra has mentioned?
Is there any specific brand or model which is water efficinet.

12 litre commodes are better than older ones that use around 20 litres or sometimes more.
