Simulation needs empirical data. Having tested FEW thousand times one can do simulation. For India it would be like forecasting today's weather on the basis of yesterday's weather. Besides, what do you with virtual data when the need is for real energy? The urgent need is to get national consensus on political economy. It would provide multiplier effects for technology development.
