chairmanship & parlimentary procedures by Mr Rane

It is shame on us being a Goan. We elect the leaders who dont know that basis rules of parliamentary procudures. I am surprized to know that Mr Rane Done know what is "POINT OF ORDER". When Mr parrikar raised point of Order he is asking what is the order and forces parrikar to sit down. "POO" have the highest precedence.

Atleast the speaker should have the compulsory knowlege of Chairmanship & parliamentary procedures.

Secondly speaker should only cast the vote incase of division of the house.

Third flaw. The motion moved by Mr Digamber Kamat is not seconded by any MLA. So it cannot become the Property of the house. So how can it be passed

I wonder what MR Rane did for last 30 years in assembly. When he is not aware of basis rules.
