THis is obvious drama in small states every other month, wasting public money,no development,narrow interests and what not. Why not have a constitutional amendment that once elected govt fails to prove majority due to any reason,there should be governor's rule till the end of term. The elected MLAs can only have advisory powers till next election. As such GOA was Union territory before that.
