President can not straight away ask for the papers, If he have received papers and want to have clarification on that then he would have asked for the documents.
Case did not reach him at all, He can not ask for papers and say I want to Hang AFzal, please give me papers.okkkk got ittt....

There is something called oath of secrecy which they take when they become the leader. No one(our politicians) takes good care about it. Dr. Kalam has proved that he stuck to the oath he had taken. Mandar had given the other reason above
