1. Can't Russians help us? Why does this deal have to be approved by the US alone? I thought a bunch of countries including the Chinese will need to approve before they can start selling us the reactors. 2. Does this deal have to be approved by the Indian parliament? If so, what are the chances of that happening?

No this deal doesnot have to approved by parliament and this is the reason why UPA govt is not bothered about public opinion.

Yes russians can help us. Infact prototype of breeder reactor of 210 MW capacity is already critical (that is working for last 10 months). If we invest 50 billion$ (america is asking 100 billion $ for reactors) in state companies for producing reactors then we would be a global player in 10 years. NPCL (public sector company) has built reactors of 1000MW and are ready to supply us more of such reactors only if government invests. Russians have offered floating reactors on ships that are powerful enough to power cities like chennai and mumbai.
The UPA government wants to sign this deal because this will compromise Indian nuclear freedom (something that US wanted to do fo a long time).
We will not be able to test another device. and as now we are dependent on Arab oil we will become dependent on american nuclear fuel.
