What we shall be clear during the drafting of the agreement is the language, Americans and our Babus always play with words and the loss will be to the weaker party at the negotiating table and at the stage of implimentation. We can not conclude on the intentions of the other party, though it is very important till coming to the table, then onwards, what matters is the language. Let us be careful about it. The Scientific community represented by Dr. Kakodkar shall be understood as the key element in the negotiations, and shall be given due importance.
