How come those websites are not banned in India ?

Come on, this could have prevented from happening.
All ISP (internet service provider )should keep track on sites most visited. Especially, when people visit jihadi sites, bomb making sites.
Come on, BSNL, RELIANCE, SIFY etc., your contribution expected here.
