I never expected a good bargaining position to begin with since we have made known our constraints (lack of raw materials) to the other side, which basically has nothing to loose (everything to gain eventually). If they expect a $10 BN immediate treaty is going to make the americans push down NPT and other regimes, the folks in india are extremely optimistic. Even a $50 BN power sector buyout will not change this position. Someone up there, my guess is the PM and NSA, completely miscalculated and got trapped in a treaty that basically forces india into a CTBT and Fissile Material cut-off along with a complete crackdown in nuclear research (which is not being mentioned -> TIFR becomes civilian and comes under IEAE safegaurds).
