Vote-buying has always been a fixture of Indian politics, so why is it suddenly a criminal offense, especially since successive Cong govts have indulged in same? Ditto for most of the other parties. The CBI, like every other govt dept, has never been an independent agency, but treated as an appendage of the ruling party, under the control of self-centered, corrupt netas. Worse, these corrupt govts had mandated that CBI must first seek its prior approval to not only conduct investigations, but to start any indictment (chargesheeting) proceedings, especially against netas and high-placed babus.
