Armed forces have lately been unruly.

The C-in-C ought to do something about it.
Or amend the constitution to have separate laws for such bastards in the armed forces.
The commander should be ordered by the C-in-C (that is Rashtrapati Bhavan) to promptly hand over the culprits to the police authorities.
