Its not because of only fat salaries that people are not flockig to MNC's but it may be one of the reasons. All PSU and govt organisations have age old selection processes like written test, GD And interview. It is actually a elimination process and not a selection process. So if you like to attract good people to your organisation, have a good selection process in place like what the MNC's have. Why on earth would a intelligent man with 4 years of experience will sit for a written test like a school kid to get a job in ISRO. ISRO needs people and not the other way round.Kindly look into it
