India in state of disorder

I sometimes shudder going out of Delhi (even the capital is not safe). There's no law-order in states like UP, Haryana etc.
Basically if you are powerful and have connections you are ok, but if you are nobdy then watchout.

The state of UP needs to have central rule, the complete collapse of civic society is a stain to India's image and also more importantly it's critical to the lives of millions of Indians who live at the mercy of these criminals.

Should now PM resigns and ask his master in UK or USA where-ever they are, come forward and rule this India as they used to?
We deman president rule now what type of and who should govern the India?
As a matter of fact, we are not free yet and this socall freedom is not freedom and the system cannot answer the above question.
