From your article, it looks like the Railways gave out the information about hindus and muslims traveling in each compartment to the terrorist so that they could plant the bomb in the compartment where hindus were more than the muslims. Question the Indian Railway Authorities

I wouldn't be surprised if there was breach of information. & i believe an article similar to this was covered couple of days ago.
A breach doesn't mean that Indian Railways purposely let it happen. They sure might have been slack. Look at human history & there has been a breach even in the most secure organizations in the world. Its all about the will to make it happen.
We sure need to get together & make a stronger will to not let it happen again.
