Hila is a deterrence so that wife&husband do not talk about leaving each other all the time. and again coming together when they wish.
In Islam, Marriage is a social/spiritual/divine contract between wife&husband to be with each other.
If one wants to leave other, think again, again and again. because after TALAQ, meeting again has been made difficult, so that Talaq/Marriage does a become just a mockery like boy/girl-freind relationship.
HILA is not a procedure to get them back together. rather IT is a SITUATION ONLY AFETR WHICH THAT OLD RELATION CAN REMAKE. THEY SHOULD FIRST FORGET EACH OTHER. it's upto girl or girl's family to decide to go for 2nd marriage. then it's upto the 2nd man whether to divorce her, UNNECESSARILY. then it's upto the GIRL or girl's family whether to go back to first husband. there are many stake holders in this GREAT issue. it's not that simple that YOU IGNORANT, BRIDE BURNERS and WIDOW RAPERS think and misinterprete.
it's actually a punishment for both for taking MARRIAGE so lightly.
so, cases of HILA is least. and cases of TALAQ is very very less than DOWRY DEATHS and WOMEN EXPLOITATION in India.
