Yes. The EC has a say in the government and election not just in the past it was a customery speech. Right from Seshan, EC has gained respect and have performed to the expectation of electorate. Regarding organised bogus voting which was rampant in Bihar, WB, UP and TN, this has drastically come down in Bihar due to the change in CM and party, in WB and TN it cannot be accepted as in these two states, in majority pockets (booths) Bogus voting and rigging is the order of election. This is one with the connivance of the ruling party with the SEC and law and order missioneries remaining a mute spectator.

IT WAS LIKE NANDIGRAM AND KESHPUR AND GARBETA. WEST BENGAL VILLAGERS ARE NOT ALLOWED TO VOTE. THE CADES VOTE FOR THEM. THE REAL TEST WILL BE IF VOTE IS CONDUCTED UNDER PRESIDENTS RULE IN ALL STATES. WITH SIX MONTHS BEFORE THE ELECION THE GOVERNOR TAKING OVER THE MACHINERY. EVEN BANGLADESH HAS A BETTER ELECORAL SYSTEM

Correct Ramoo,I was in Calcutta during last election as my Bank transfered me to there.Around 30% of the votes are bogus only.If W.Bengal election is held under presidential rule Left will never get 25% of the seats.
