Does the EC has a reason why he has cautioned Modi and not Sonia or is it just decisions and comments made based on the whims of the EC in our so-called-democracy?

Are ek letter issue nahi kiya iske waste kuch bhi mat boll lalloo ki aulaaddd.
Message is clear and loud. All are warned. And, now no politics on why letter not issued like baccah party dispute over kum jyada.
