Obviously biased - that's what EC is. This is not a new thing. Earlier, they had found nothing wrong with holding elections in Kashmir while they delayed elections in Gujarat - as if gujarat, the most peaceful state in India - is as unsafe and terrorised as Kashmir, the most dangerous one.
