Bengal is not backward. Still people get Nobel prize, Oscar. And still the best institutes are in Bengal (Indian Statistical Institute), IIT Kharagpur (The best IIT in ranking). Get it?

IIT KGP is the worst IIT, it ranks below ITBHU in many areas. IIT's are central govt institutions so is ISI. Yes, Bongs were good at onetime, now they have idiots, all the good bongs have left bengal or are dead and gone.
