This is a typicall example of how is our country working. 1) Why in the first place did 16 year old is given a benz, i amn't againt having it one can if he can afford but where is driver, that reflects irresponsibility of parents and adament bahaviour of the kid.
2) The payments r for pedestrains and not for poor to sleep.Where r the funds of the welfare dep r going, and what r the chennai local bodies, NGO's, Social groups r doing.
3)Finally the beggers who sleep on payments, no matter how many times they r kept in old age homes, community shelters they r back on roads cause they dont wont to do anyother work. Do not say one cant find anywork in this world its not acceptable.
P.S. Finally one cant say that only the boy is culprit, we all are lets show some charecter and try to imporve the society in ones own means,,, Even planting trees along the road or in ones own backyard is doing service to society, following traffic rules, garbage dispossal................. lets act.

What abt Tamil Nadu?
