the parents of the boy are first to be blamed if they had not allowed the boy to drive the car, this could have neen avoided give them a severe term then the boy gets. Or else these incidents are bound to increase

Yes the parents should be severly punished.How can they let a 15 yr old drive a car.Now who is responsible?

whats wrong with you, punish the criminal first later look around how it could have avoided. nobody wants to do the job on the hand but always looking around.
