There is a 7 layer hierarchy (from Assistant Secretary to Cabinet Secretary) for an IAS Officer in his career in India.
With all respects to civil service officers I humbly submit that this hierarchy has created a chain of 'pleasing' his superiors instead of 'performing' for the nation.
Hence it is imperative to insulate civil servants precious 'passion' and 'potential' from 'pleasing' this hierarchy throughout his career.
Government should constitute a panel of
A) farmer B) industrialist C) professor D) trade union member E) member of parliament
to evaluate and appraise all civil service officers annual performance so that they can 'objectively' accomplish for India.
