It all boils down to lack of education and implementation of law. It should be like in the west, drawings are deposited with local council. any alteration must be reported to the council,failing to do so carries a hefty fine. Both for owner and the contractor. If a place is bought and the surveyed finds that it has been altered then a structural engineer must be employed to check the safety and document any alterations made. "Costs recovered from previous owner" Any building erected with out permission is pulled down regardless of how much it costs to the owner. there may be drawings but if they are not deposited and approved by the council the the structure is regarded as illegal. The safety law is strict still mishaps happen and are investigated thoroughly. If the accident is not reported to the health and safety council then that is a separate case to be answered. There is no escape.
