Why the Center wakes up at Election times?

There is CAG (Comptroller and Auditor General) which is tabled in parliament yearly. The report shows all fiscal spendings without proper authorization, and those which funds which remain untilized at the end of a fiscal year. Pranab Mukherjee and the PM can only comment on this at election time. How much goes unspent or overspent in the Congress party administered states is anyone's guess. Why can't UPA Government reprimand all such states instead of showing its own weakness to the public? It is like chaprasis who are manning the Center. God Bless India!!

THe center wakes up at Election times because its time to go to the people. Now doesn't that make sense?
