If no party gets a clear majority, the governor has to invite the leader of a political party who is most iikely to form the govt. Once the leader is sworn in, he has to prove his majority wihtin 15 days or so. This is when horse trading starts and MLAs are bribed to support the govt. Presidential system is much better.

Thanks Sanjay.....So, in all probability, Modi will be sworn in, and asked to prove his majority if there's a deadlock.
