Congress ruled 50/60 years and they created Hindu-Muslim polarization. A majority of riots happened in their misrule. They did not treat all citizens equally and secularly and always went out of tehir way to appease muslims and keep them away from Hindus by falsely terrorizing them with Hindu bogeys and kept them backwards all the time to exploit them. They created BJP with their actions as every action has equal and opposie reaction and their shameless muslim votebank politics was bound to create a political party who would do the same to get Hindu votebanks.
