If you see no people entering IIM,IIT,IAS,IPS, you can clearly see most of them are from Bihar & UP. Then why this paradox, the obivious reason is 100% those educated people are Brahmins.
Moreover these good educatd people periodically move to abroad or other cities. So it leaves behind all the uneducated rowdies, school dropouts, criminals and poor migrant workers. What can you expect from these people???
So the basic problem is backwardness of backward castes mentality. Hope Lallu would do something for his caste men & women in getting some education.
Irrespective all these things they have successfully fooled the rest of india in propagation Hindi as India's national language at the cost of regional language like Gujarati, marathi,Punjabi,Assamese(Great acheivement indeed in making extinct of long lived people identity).

I SUPPORT TRAIN ROBBERIES. THROUGH THIS RICH ARE LOOTED AND WEALTH DISTRIBUTED TO THE POOR.
RICH IN TURN BUY MORE GOODS, STIMULATING THE ECONOMY FURTHER. A GOOD EFFECT.

bihar and UP dont have adequate facilities in their own state.hence people migrate to other cities(like Delhi) from these states. hence your finding is more biased. the populations of these two states are very high. if u take the percentages it is abysmally low
