Unless individual/state/country imbibes competitive spirit, it is impossible to successfully survive in this world. If Gujarat is free from terrorist attacks unlike Andhra Pradesh, it is just because fear of determined exercise of state authority to put down terrorism with out yielding to pseudo secularism. This should serve as a model to other states of the country as apeasement reflects weakness. In a warfare, peace has no place.

yes friend U r true country will have to follow Gujrat for this menace appeasement for votes will make Gujrat an andhra or Delhi
