Betterway to improve these people is to,

1)setup more madrasas
2)dont apply IPC criminal laws on them, as they are more vulnareble ;)
3) give them certain amount as pocket mney( may be few lakhs ) to individuals, so that they can take up thier pet project jihad.
4)give food, shelter, children education, health etc so that they shd not worry about anything. they shd just sit at home produce children :)

I think it other way around, frustration and uneployment can drive anybody to commit any crime (read jihad), if indian muslims are better off its will be good for our own country.

Then work and earn money like others, instead of detonating bombs in public places.
This is also one of the other way around...
Enjoying on other's tax money is as good as begging.

were kafil, sabeel, shahid etc were at odds?
God had given a decent life and little education. y did not they use thier brain to improve the other's condition?????

i dont think it is possible to uplift the musims with any kind of freebies with the current mindset!!!

Itotally agree with you, and I think you are right, INDIA cannot dream of becoming a superpower if any its sections are deprived
