The CM says its because of the growth of HYD....so he says that if the city grows it will be bombed and innocents have to loose life and the govt will not do anything....let those b*stards bomb that city back to 18th century and then congress then claim how peaceful it is.
CM is right in his justification....have you ever heard of bombs going off in Bihar.
