we should see the no. of fire arms/100 person as a measurement not the no. of firearms

Exactly so, to see the difference:
Average of 4 Indians every 100 holds a gun, but still it is second in the list due to its huge population.
Whereas in Pakistan where 12 out of every 100 holds a gun, is far below in the list.
