If the police dossier of Shahid gives only so much info as Vicky Najappa gives, then cops are dumb or the author is making a fool of me with catchy headlines.

The article clearly states about Police dossier and Nanjappa's contribution is just to bring it to us. I dont understand why to blame him? This dossier clearly shows that our police has very little info about the terror mastermind. Moreover he was in Hyderabad in 2005 and still was not arrested.
