If found in abundance, the mineral should be utilised for genertion of ENERGY AND NOTHING ELSE.....

I hope you are being sarcastic, because Indian freedom and independence depend on sound military deterrence. And proper deterrence depends on nuclear warhead arsenal. So no restrictions please, neither imposed from outside nor from within.
