Police chief: We can't take any action

Police chief singh said about sleeping cells:"We can't take any action unless they commit an offence."
What type of excuse is this. Once anything suspecious happens , the police should take them in to custody and question them. Here, the chief says, can't do any action.
Can't Hyderabad have a police chief with common sense?

If police try to take them into custody, MIM Owaisi's, Khadri's will create lot of hues and cry's by saying maasoom log were taken into custody and so on and so forth. The worthless CM, PM and Pseuedo secular's try to lick the sht asses of the minorities for their vote bank politics. God alone can save India. Its out of hands. Fisrt intorrogate owaisi's all the leads will be known.
