City is safe at the moment?

The Police chief says the city is safe at the moment. How long is that moment going to last? How does he know it is safe? Obviously he did not anything about the previous blasts. He wants everybody (especially a certain segment) to know there are no arrests made. Did the terrorists tell him?

Statistics: Since 2004, more in Indian died in terrorist activities than any in other country except Iraq.

Is there a significance in the year 2004? How do Indians feel now that the country is being compared to Iraq?

The police chief is sleeping safely in his bedroom and assumes the samething prevails outside

if this could have happened with their families they minght not say that city is safe for the movement...their families will sit and roam in very high security..hence what they know about the feelings of common man
