The writer has contradicted himself - While running down the Left Parties, he contended that "... the remaining steps like negotiations with the International Atomic Energy Agency, IAEA, and the Nuclear Suppliers Group, NSG, were a mere formality", but in the very next para he says ..."negotiations on an India-specific safeguards agreement with the IAEA Governing Board and talks with members of the NSG to seek an exception for India are likely to be long and hazardous".

Vernuri, Read the whole sentences. The author has not contradicted himself.

"The negotiations on an India-specific safeguards agreement with the IAEA Governing Board and talks with members of the NSG to seek an exception for India are likely to be long and hazardous."
