One suggestion

Instead of making wild guesses, the concerned authorities must do a profiling of both the culprits and victims to identify real causes - family background, educational level, dress and behaviour - it will then be relatively easy to spot potential culprits and victims for taking advance action.

if person comes from a poor family does not mean they are all bad, a poor person may not afford good education which does not mean that person is bad, sons of rich could be worse than the poor

It is also advisable for women working in such an environment to carry an mp3 type recorder, so that verbal abuse and suggestive talk can be recorded. Even the knowledge that such recorders are in use, may deter the culprits.

You think we live in the US/Europe...that people would use hidden camera, MP3 recorders...sorry to say a laughable suggestion at best. How much would you fight considering the poor system?

Read the article again. Majority are from BPO and multinational banks. Some may be able to buy a recorder. The organisations have a social responsibility to identify and stop such activities. They may provide for vulnerable employees. In any case, to punish the culprits, some evidence will be necessary. A recorder may provide the necessary evidence.
